The project included general earth filling and embankment construction spanning approximately 4.5 km along the Ammochhu riverbank. A total of 2.39 million cubic meters of filling work was completed during the project duration. Other works included excavating open and ducted outfalls, placing large river boulders along the riverfront, and excavation for hill slope stabilization. The project aims to protect the area from floods and erosion while constructing smart urban infrastructure to support phased urban expansion. A modern township will be designed based on sustainable principles of equity, livability, and competitiveness, integrating seamlessly into the existing municipality while preserving Bhutan’s unique architectural heritage. Additionally, the project will safeguard both current and future urban areas from flooding and riverbank erosion, which presently endangers lives, livelihoods, and connectivity with neighboring communities.

One of the major challenges encountered during the project was sourcing backfilling material that met the required technical specifications. Given the availability of material from the Toorsa Riverbed, various material screening and processing methods were developed and implemented. These included gravity screening, a 500 TPH crushing plant, a vehicle-mounted screening plant, and mobile screening units, which collectively ensured compliance with the project’s technical specifications and successfully met the material requirements.
